IMPLEMENTATION OF THE PLOWDEN REPORT, 1968

The National Council of Women in Conference assembled, welcomes the Plowden Report and urges Her Majesty‚Äôs Government to give strong support to the general principle that there should be “positive discrimination” in favour of schools in areas where children are most severely affected by poor home and neighbourhood conditions. In particular, the National Council of Women urges that in these areas the Department of Education and Science use every possible means to improve teacher: pupil ratio, to replace or improve old school buildings, to initiate experiments using part-time teachers/ part-time social workers, and to permit and encourage the expansion of nursery education.
