Family breadwinner, 1972

Submitted by: Social Welfare Special Committee

The National Council of Women of Great Britain in Conference assembled, calls upon Her Majesty’s Government to amend the National Insurance Act 1965 and the Family Income Supplements Act 1970, to enable a husband and wife, by signing a declaration, which could later be rescinded by mutual consent, to choose which of them is to be recognized as the breadwinner of the family for Social Insurance purposes. This would entitle a woman who supports the family to claim dependants’ allowances including an allowance for the husband, should she be sick or unemployed and also make her eligible for Family Income Supplements.
