The National Council of Women of Great Britain in Conference assembled, having noted the plight of many unsupported mothers and their children, urges that:
- A minimum allowance for each child, not less than that received by a foster-mother for a child in care, should be paid to all unsupported mothers of British nationality through the Post Office with the family allowance where appropriate and regardless of the cause of this lack of support.
2. Separated, deserted and divorced wives with children and mothers of children entitled to an order made by the court should have their rights to maintenance underwritten by Her Majesty’s Government and paid regularly. The responsibility for the collection of all maintenance ordered by the court from the father or the putative father to be transferred to the Department of Inland Review, i.e under the system of P.A.Y.E.
