The National Council of Women in Conference assembled, urges the Secretary of State, DHSS, to issue the Local Authorities Guidelines, setting time limits for the rehabilitation of their own family of children placed in Care following abuse or neglect by their parents. These guidelines should lay down procedures for the permanent placement of such children in substitute families if professional efforts at rehabilitation within the suggested time limits are unsuccessful.
