The National Council of Women in Conference assembled, recognising the efforts of Her Majesty’s Government to restrict the spread of the HIV virus by research, information and pilot schemes that provide free hypodermic needles and syringes to drug addicts in certain areas, urges Her Majesty’s Government, as a priority, to make syringes and needles freely available, on a strictly controlled one-to-one basis, at registered outlets and to increase efforts to provide education and counselling throughout the community using all available means, including mobile clinics.
