The National Council of Women, recognising the public’s right to roam, nonetheless urges Her Majesty’s Government to make provision that in situations where a public footpath unnecessarily invades privacy and jeopardises security, that:
(a) it should be made easier and less expensive for the householder to apply to divert that footpath, having secured the agreement for such diversion if the proposed route would be no longer on their own land;
(b) that objectors to the diversion should have to prove that the diversion would cause significant harm or nuisance to others.
