The National Council of Women in Conference assembled, in view of the great increase in the number of experiments on animals under the Cruelty to Animals Act 1876, urges Her Majesty’s Government to:”“
a. increase the number of Home Office Inspectors so as to afford each inspector adequate time for studying all types of experiments on animals; for keeping under constant review the precedents governing the granting of certificates for experiments; and for promoting a uniform standard of humaneness to all laboratory animals,
b. ensure that all inspectors have an adequate acquaintance with the principles of humane experimental technique and the care and husbandry of experimental animals and that where possible veterinary surgeons with the requisite scientific knowledge and other necessary qualifications be appointed to the Inspectorate,
c. resist any pressure for relaxation of the Pain Rule (in particular experiments entailing thalamic stimulation).
