Bearing in mind the need to reduce the continuing high road accident rates affecting pedestrians and cyclists, including children, NCW calls upon HM Government to implement urgently a new national framework for determining appropriate vehicle speeds on all roads, together with all necessary measures to ensure greater compliance with speed limits.
