Treatment of child prostitutes, 1998

The National Council of Women in Conference assembled, believing that children involved in prostitution should be treated as victims of abuse rather than criminals, calls upon HM Government: (a) to decriminalise child prostitution and to recommend that these children are treated under the Children Act as at risk of serious harm; and (b) to seek to ensure that all adults involved in the exploitation of such children are prosecuted.  Reaffirmed 2006
