The National Council of Women in Conference assembled, bearing in mind that planning permission is required for all development as defined under section 23 of the Town and Country Planning Act 1971, except that permitted by development order, urges Her Majesty’s Government to consider the introduction of amending legislation which would protect all trees on the development sites from felling until consent is given thereto by the local planning authority, and to this end it is suggested that ‘development’ as defined in Section 22 of the Town and Country Planning Act 1971 should include the cutting down, topping or lopping of a tree and that severe fines be imposed in the case of contravention.
